Administrative Measures for Zunyi Comprehensive Free Trade Zone

 

Chapter One   General

Article 2   These measures are applicable to the planning, construction, service, and management activities of the Zunyi Comprehensive Bonded Zone and its supporting zone (hereinafter referred to as the "comprehensive insurance zone").

Article 3   The Zunyi Comprehensive Bonded Zone referred to in these measures refers to the special customs supervision area approved by the State Council in Zunyi, ranging from east to Jingsi Road, south to Xintian Road, west to Tiaoshuihe, and north to Shuangxin Express Line. The focus is on bonded areas. Processing, bonded logistics, bonded services and other businesses are under closed management.

Article 4   The construction and development of comprehensive insurance zones should adhere to the direction of marketization, internationalization, and rule of law, follow the principles of reform and innovation, first-trial, streamlined and efficient, complete functions, good environment, and high openness, and strive to build Zunyi's main opening to the outside world. The main platform for the opening of the Sichuan-Chongqing junction, the western inland opening demonstration area, and the national characteristic comprehensive bonded area.

Article 5 Domestic and overseas enterprises, other economic organizations and individuals are encouraged to invest, set up enterprises or set up institutions in the comprehensive insurance zone, operate in accordance with the law, and protect their assets, income and other legitimate rights and interests in accordance with the law.

Chapter two   Management system

Article 6   The Zunyi Comprehensive Bonded Zone Management Committee (hereinafter referred to as the “Comprehensive Protection Zone Management Committee”), as the dispatching agency of the Municipal People's Government, is authorized or entrusted by the Municipal People's Government to be responsible for the construction and development of the Comprehensive Insurance Zone, and mainly performs the following duties:

(1) Responsible for the implementation of relevant national, provincial, and municipal laws, regulations, and policies in the comprehensive insurance area, and formulate and organize the implementation of relevant administrative regulations for the comprehensive insurance area;

(2) to formulate the development implementation plan and industrial development plan of the comprehensive insurance area;

(3) Responsible for the coordination, guidance, supervision, service, etc. of the enterprises in the comprehensive insurance zone in carrying out bonded processing, bonded logistics, bonded services, trade in goods, and related bonded businesses;

(4) Provide coordination and services for local government and customs, inspection and quarantine, industry and commerce, taxation, finance, public security, environmental protection and other departments to carry out work, coordinate relevant departments to implement investment and trade facilitation policies and measures in the comprehensive insurance zone, and actively innovate supervision models ;

(5) Responsible for the industrial development, investment promotion, preliminary land development, planning and construction of comprehensive insurance areas;

(6) Responsible for the coordinated service work of enterprise construction and development in the comprehensive insurance zone;

(7) Responsible for performing other work duties assigned by the provincial and municipal people's governments.

Article 13   Established Zunyi Comprehensive Bonded Zone Development and Investment Co., Ltd. as the main body of the development and operation of the comprehensive insurance zone. Article 14   Comprehensive insurance areas have explored the establishment of a national treatment plus negative list management model before foreign investment is permitted in accordance with national regulations.

Article 15 The production and operation activities of enterprises in the comprehensive insurance zone shall meet the requirements of various planning and industrial development of the comprehensive insurance zone, adopt advanced production techniques and technologies, save and intensive use of resources, and strengthen environmental and ecological protection.

Article 16   Actively promote the "separation of licenses and licenses" reform. Article 18   With the approval of the relevant state departments, the following innovative pilot businesses can be carried out in the comprehensive insurance zone:

(1) Introducing overseas funds to invest in the construction of comprehensive insurance areas;

(3) offsetting overseas debts between overseas contracted engineering companies;

(4) opening an offshore settlement account;

(5) offshore outsourcing of service outsourcing enterprises;

(6) Centralized fund management and operation of multinational companies;

(7) Cross-border e-commerce payment;

(9) Other businesses approved according to law.

Article 19   Encourage and support multinational companies to set up headquarters and comprehensive operation centers in trade insurance, logistics, settlement and other functions in the comprehensive insurance zone.

Article 20 Professional institutions such as inspection, appraisal, certification, credit, labor, notarization, accounting, lawyer, finance, insurance, information, etc. established in accordance with the law are encouraged to provide services to enterprises in the comprehensive insurance zone.

The comprehensive insurance zone management committee shall establish a system that is conducive to the standardization and development of third-party inspection and identification professional institutions.

Chapter Four   Guarantees and Services

Article 21 The comprehensive insurance zone shall set up infrastructure and supporting equipment that meet the requirements of customs supervision, inspection and quarantine, and use modern information technology to support the customs, inspection and quarantine institutions to innovate systems, operating procedures or operating modes to optimize supervision measures and provide customs clearance. convenient.

Article 22   The area within the fence of the comprehensive insurance zone is closed and managed in accordance with relevant regulations. Article 23 The comprehensive insurance zone management committee shall work with the administrative departments of customs, inspection and quarantine, industry and commerce, taxation, foreign exchange, and ports to promote the standardized construction of comprehensive insurance zone information, timely release public information, and achieve the integration and sharing of information resources. Article 27 The following funds shall be fully used for the construction and development of comprehensive insurance areas:

(1) Transfer payments and special subsidy funds given to comprehensive insurance areas by finances at all levels;

(2) The retained portion of the land and income city and district within the planning scope of the comprehensive insurance zone;

(3) The city and district retained financial revenue within the scope of the comprehensive insurance zone planning;

(4) The operating income of municipal facilities constructed by the government in the comprehensive insurance zone.

Article 28   The comprehensive insurance zone management committee shall take the following measures to provide enterprises with fair, transparent, high-quality, efficient, standardized and convenient services:

(1) Formulating unified management service norms or standards, and disclosing government service information in accordance with law;

(2) Establishing a centralized administrative service place and an online office hall, and implementing a system of one-form declaration, one acceptance, parallel approval, time-limited settlement, and uniform delivery of documents;

(3) Strengthen the construction of e-government affairs, establish information resource sharing platforms, enterprise credit systems and related supporting systems;

(4) Other measures to safeguard and serve the enterprise.

Article 29 The comprehensive insurance zone management committee shall formulate relevant policies to promote industrial development, establish industrial development support funds, provide support to enterprises in the comprehensive insurance zone that comply with industrial policies, and may jointly explore the establishment of municipal-level “support import and export trade Development funds, “tax refund fund turnover pool”, “tax refund financing guarantee pool” and development of “foreign trade credit loans” and other businesses to promote industrial development.

Article 32   If an enterprise, other economic organization, institution or individual in the comprehensive insurance zone violates relevant laws, regulations, and rules and should be given an administrative penalty, the relevant local administrative department shall be punished in accordance with their respective duties according to law.
