Order of the People's Government of Zunyi City No. 4 (2018)

Technical Regulations of Zunyi City Planning Management

Chapter One    General

为加强城市规划管理,保证城市规划的实施,根据《中华人民共和国城乡规划法》《贵州省城乡规划条例》及有关法律、法规、技术标准,依据城市总体规划,结合本市实际,制定本规定。 The first is to strengthen the management of urban planning and ensure the implementation of urban planning. Chapter two    Construction land planning and management

城市建设用地按照《城市用地分类与规划建设用地标准》进行分类管理。 Article 4 Urban construction land shall be classified and managed in accordance with the Standard for Urban Land Classification and Planning for Construction Land.

规划设计条件应当包括以下内容: Article 5 The planning and design conditions shall include the following:

(5) Building height limit;

(6) Green space rate;

(7) parking berths;

(8) Main entrances and exits;

(9) Supporting requirements for municipal facilities;

(10) Supporting requirements for public service facilities;

(11) Other urban planning requirements.

建设用地的划分、使用应遵循土地兼容性原则。 Article 6 The division and use of construction land shall follow the principle of land compatibility. If the regulatory detailed plan has clear compatibility, it shall be implemented in accordance with the approved regulatory detailed plan; if the regulatory detailed plan does not clearly define the compatibility content, it shall be implemented in accordance with Schedule I of the “Appropriate Construction Scope of Various Construction Lands”.

Chapter III Building Planning Management

Section 1 Building sunshine

Section 2 Building Spacing

(3) When the elevations of the ground floor of adjacent buildings are inconsistent, the building distance is determined according to the relative height. If the elevation of one of the buildings is below the elevation of the outdoor ground floor of another building, the building distance shall be determined in accordance with relevant regulations such as sunshine and fire protection.

新建、改建、扩建建(构)筑物退让距离不小于相邻面半间距;建设用地红线外有建筑物的,还应当符合建筑间距的规定。 Article 19 The concession distance of newly-built, rebuilt and expanded buildings (structures) shall not be less than half the distance between adjacent faces; if there is a building outside the red line of construction land, it shall also comply with the regulations on building distance.

Chapter 4 Planning and Management of Green Space and Landscape

Section 1 Greenland Control

城市绿地内,不得建设与绿地无关的项目,经许可的管线工程及其附属设施除外。 Article 34 No project unrelated to green space may be constructed in urban green space, except for permitted pipeline projects and their ancillary facilities.

公园绿地应当符合下列规定: Article 35 The park green space shall meet the following requirements:

(二)交通枢纽设施出入口100m范围内应当设公交首末站,并且需统筹设置换乘设施;人流集中区域、 3万人以上的居住区应当设置公交首末站。首末站用地规模不应小于1000m2 。多条公共交通线路共用首末站时应当设置枢纽站;

(三)交通枢纽、人流集中区应当配套设置出租汽车营业站或者候客点。

第三节 慢行交通

第七十七条 步行交通系统应当符合下列规定:

(一)城市步行系统由步行道、步行专用路和过街设施构成,形成串联景点、服务中心、交通节点、社区中心、商业中心等功能区的连续网络,并且须保障行人安全和连续性,符合人行道设置相关要求;

(二)人行过街设施应当保障行人过街的安全与便捷,交叉口范围须设置人行过街设施。快速路、交通性主干路应当设置立体过街设施。生活性主干路、次干路应当体现以人为本,优先考虑平面过街。路段设置的人行过街设施间距宜满足下表要求;

(三)立体过街设施应当与周边用地衔接,并考虑无障碍通行要求,设置自动扶梯或者预留自动扶梯的位置。人行立体过街设施应当符合城市景观要求,宜采用地下通道过街形式,人行地道净空不得低于2.5m

第七十八条 新建、改建、扩建道路,在有条件情况下应当规划建设非机动车道。自行车道设置应当充分考虑山地城市特点,宽度不应小于2.5m ,纵坡不应大于2.5%

第四节城市停车设施

第七十九条 车场规划应当根据停车分区差别化供给,新建、改建、扩建停车场应当配套建设洗车服务设施或者预留建设空间。

第八十条 筑物配建停车场按本规定附表三《中心城区建筑物停车泊位配建指标》及附图一《遵义市中心城区停车分区图》执行。

第八十一条 城市公共停车场规划用地总规模按规划城市人口人均0.5-1.0m2核算,并且应当考虑供需关系分散布置。公共停车位规模一般不宜超过300泊位,服务半径不应大于300m 。停车场出入口数量、间距、宽度需满足相关规范要求。

公共停车场应当预留充电设施建设条件,具备充电条件的停车位数量不宜小于总量的10%

第七章 市政公用设施规划管理

第一节 城市管网及其配套设施

第八十二条 水厂用地应当按规划期给水规模确定,并预留长远发展用地。水厂厂区周围(厂区用地内)防护绿地设置宽度不宜小于10m

压泵站位置宜靠近用水集中地区。泵站用地应当按远景规划预留,泵站周围(泵站用地内)防护绿地设置宽度不宜小于10m

第八十三条 合采取“渗、滞、蓄、净、用、排”等多种技术手段,实现城市水环境良性循环,落实遵义市海绵城市建设要求。

编制控制性详细规划以及道路、绿地等相关专项规划时,应当将雨水年径流总量控制率作为刚性控制指标。

第八十四条 新建城区排水体制应当为分流制,老城区应当结合城市改造逐步实现雨污分流。

第八十五条 新区建设项目应当按以下规定设计雨污分流系统并配建中水回用设施。

(一)建设项目外部有已建市政雨、污分流系统的,建设项目内部雨、污管道应当分别接入市政雨、污系统;

(二)建设项目外部无市政雨、污水分流系统,或者已建外部市政雨、污水系统无法接纳项目雨、污水容量的,应当配建中水回用系统。总建筑面积超过10万平方米的住宅项目,总建筑面积超过5万平方米、单体面积超过2万平方米的公共建筑宜配建中水回用系统;

(三)中水回用系统、化粪池、雨污管线等应当与建设项目同步设计、同步审批。

第八十六条 污水应当因地制宜布局收集系统,充分结合地形条件分片收集处理,处理达标后可用于河道、景观补给用水。

第八十七条 高压走廊按以下准则布置:

城市规划中所涉及的高压走廊为110千伏及以上电力线路走廊,应当按照城市总体规划,统筹安排市政高压走廊及电缆通道的定线和走廊。 500千伏线路应当预留架空走廊。 110千伏和220千伏线路在用地条件允许时应当预留架空走廊。

城市建设密集区和规划建设核心区220千伏及以下电力线路应当采用地下电缆敷设。

第八十八条 城镇燃气管网敷设应当符合城市规划及满足《城镇燃气规划规范》要求。

第八十九条 市新区、各类园区、成片开发区域新建道路应当统筹规划布局各类管网设施,根据规划有序建设地下综合管廊。    

第九十条 给水、雨水、污水、再生水、燃气、热力、电力、通信等城市工程管线可纳入综合管廊。综合管廊内的管线布置应当根据纳入管线的种类、规模及周边用地功能确定。 热力管道不得与电力电缆同仓敷设,电缆与热力管道、热力设备之间的净距,平行时应不小于2m ;电力电缆敷设应满足GB50168-16 《电气装置安装工程电缆线路施工及验收规范》。

第九十一条 未规划综合管廊的区域内各类工程管线应当根据不同管线的特性和设置要求综合布置,各类管线相互间的水平与垂直净距和各种管线与建(构)物之间的最小水平间距,按照《城市工程管线综合规划规范》的要求控制。

沿城市道路采用直埋方式敷设的各种地下管线及电缆沟宜布置在人行道下,与道路中心线相平行,其埋深应当根据道路标高和管线的安全要求确定。

第二节加油加气充电设施

第九十二条 加油加气站布局应当符合城乡规划、环境保护和防火安全的要求。

中心城区不应建一级加油站、一级加气站、一级加油加气合建站、 CNG加气母站,城市加油站应以三级型站为主。公共加油站的服务半径宜为0.91.2 公里 。新建加油站宜采用加油、加气、充电“多站合一”方式建设。

第九十三条 充电(桩)站的规划设计应当满足《电动汽车充电站及充电桩设计规范》,做到安全可靠、经济合理、使用便利。

第三节 环境卫生设施

第九十四条 公共厕所的相隔距离或服务范围应当符合以下规定:主要繁华街道、沿河绿带中的公共厕所之间的距离为300500m ,流动人口高密集的街道宜小于300m ,一般街道公厕之间的距离以7501000m为宜,未改造的老居民区为100150m ,新建居民区为300500m 。临城市道路的公共厕所周边应当考虑临时停车位。

第九十五条 垃圾转运站、垃圾处理场应当符合城市规划并满足《城市环境卫生设施规划规范》的要求。医疗垃圾等固体危险废弃物应当单独收集、单独运输、单独处理。

第四节 其它设施

第九十六条 规划编制应当按照综合防灾减灾的有关要求,明确消防站、城市人防、避难场所、应急通道等公共安全设施的数量、布局、规模、服务半径、用地范围等。

应急避难场所的地下空间严禁规划和实施与应急避难无关的建设项目。

第八章 建设工程规划实施管理

第九十七条 建筑工程规划实施管理分为开工放线验线、批后监督管理、竣工规划核实三个环节;市政管线、道路工程规划实施管理分为开工放线验线、竣工规划核实二个环节。各环节应进行规划监督测量,城乡规划主管部门根据测量成果进行监督管理。各环节技术核实要点与测量成果应按附表四《建设工程规划实施管理核实要点及规划监督测量成果要求》执行。

第九十八条 建筑外轮廓、平面尺寸、建筑间距、建筑退让距离、建筑高度及层数、平面布局等建设内容符合规划审批要求时,竣工测量面积与《建设工程规划许可证》审批建筑面积误差不得超过1.5% ,且小于等于300平方米。

第九十九条 竣工规划核实应对公共配套设施( 幼儿园、医疗卫生、文体活动用房、 社区管理服务、公厕等配套设施)进行核实,竣工配套设施应符合《建设工程规划许可证》审批建筑面积以及附图、附件要求。

第一百条 建筑工程立面色彩及材质应当符合规划审批内容,重要节点建筑进入装饰工程前,应在建筑主体外墙上作立面色彩比对样板。

Chapter nine    Supplementary clause

第一百零一条 本规定未包括的内容,按国家现行的技术标准、规范、工程建设强制性条件相关要求执行,确有必要将根据实际情况出具本规定的补充规定。

第一百零二条 本规定 201842日起施行。

附录一 名词解释

1. 居住建筑

指住宅、宿舍、休(疗)养院住宿楼等供居住使用的建筑。

2. 宿舍

有集中管理且供单身人士使用的居住建筑。

3. 老年人住宅

专供老年人居住,符合老年体能心态特征的住宅。

4. 主采光面

开设有起居室(厅)、卧室、办公、客房等主要房间门、窗的外墙面,以及宽度大于16米的外墙面。

宽度小于或等于16米的外墙设计有槽口,且槽口内开设有起居室(厅)、卧室、办公、客房等主要房间门、窗的,其建筑外墙面视为主采光面。

宽度小于或等于16米的外墙设计有阳台,且与起居室(厅)、卧室、办公、客房等主要房间相连的,其建筑外墙面视为主采光面。

5. 山墙

端墙宽度小于或等于16米,未开门、窗或仅开设公共走道、厨房、卫生间窗的外墙。

居住建筑山墙上可设与厨房相连的生活阳台。

6. 地下建筑、地上建筑

建筑楼面标高不高于室外场地最低点标高1米的,该楼面以下部分为地下建筑。

除地下建筑以外的建筑均为地上建筑。

建设项目规划设计应结合地形,与城市道路标高合理衔接。以不合理堆土形成掩埋的建筑,不视为地下建筑。

7. 架空层

指在建筑物底层或塔楼首层设置的建筑净高大于2.4米的,无任何围护结构和围护设施的建筑层,架空层只能设置能自由、便捷直接进入的绿地、休闲空间。

8. 结构(设备)转换层

指建筑物某楼层的上部与下部因平面使用功能不同,该楼层上部与下部采用不同结构(设备)类型,并通过该楼层进行结构(设备)转换,则该楼层称为结构(设备)转换层。单独设置结构(设备)转换层时,层高应小于2.2米。

9. 避难层

建筑高度超过100米的高层建筑,为消防安全专门设置的供人们疏散避难的楼层。

10. 道路红线

指规划道路横断面的两条控制线。

11. 建筑面宽

指建筑物最外轮廓的正投影宽度。

12. 设备层

建筑物中专为设置暖通、空调、给水排水和配变电等的设备和管道且供人员进入操作用的空间层。

13. 建筑间距

指相邻建筑物最外轮廓(含阳台、外廊、飘窗)投影线最近点之间的水平距离。本规定建筑间距为相邻建筑物半间距之和。

14. 建筑半间距

指相邻建筑物最外轮廓(含阳台、外廊、飘窗)各自应当退让的水平距离,其中建筑的裙房与塔楼分别计算各自的半间距。

15. 相对高度

指相邻布置的两栋建筑在计算建筑间距时所使用的立面计算高度。同一裙楼屋面上的建筑相对高度为相邻外墙面所在的裙房屋顶结构层上表面至各自屋顶结构层上表面的垂直距离。

16. 建筑计算高度

平屋顶建筑的建筑计算高度指各立面对应的室外设计地坪标高至屋面面层的高度。

坡屋顶建筑的建筑计算高度指各立面对应的室外设计地面标高至其檐口与屋脊的平均高度。

屋顶上的水箱间、电梯机房、楼梯间、瞭望塔、烟囱等辅助用房占屋面面积不大于1/4者,可不计入建筑计算高度。

17. 相对布置

建筑外墙面(含阳台、外廊、飘窗)的正投影面与相邻建筑的外墙面(含阳台、外廊、飘窗)相交的,为相对布置。

18. 错位布置

建筑外墙面(含阳台、外廊、飘窗)的正投影面与相邻建筑的外墙面(含阳台、外廊、飘窗)均不相交的,为错位布置。

19. 建筑相对面

建筑相对布置时,产生相对关系的面。若A建筑A1面的正投影面与B建筑的两个或者以上面(即: B1面、 B2面……)相交,则B1面、 B2面……中与A1面夹角小于或者等于60度的为A1面的相对面,与A1面夹角大于60度的,视为与A1面不产生相对关系,不是A1面的相对面。

20. 建筑容积率(容积率): 一定地块内,计容总建筑面积与建设用地面积的比值。

21. 建筑密度: 一定地块内所有建筑物的基底总面积占建设用地面积的比例。

22. 快速路

专为车速高、行程长的汽车交通连续通行设置的重要交通干路。城市人口200万以上的大城市内、带形城市或组团城市内,应设置快速路,并与城市出入口道路和市际高速公路有便捷的联系。设计行车速度要求达到6080km/h

23. 主干路

城市道路网的骨架,是连接城市各主要分区的交通干路,以交通功能为主,它与快速路共同分担城市的主要客、货车流,形成重要的交通走廊。设计行车速度为3060km/h

24. 次干路

城市主干路与支路间的车、人流主要交通集散道路,应设置大量公共交通线路,广泛联系城市各地。设计行车速度为2050km/h

25. 支路

次干路与居住区、工业区、市中心商业区、市政公用设施用地和交通设施用地内部道路的连接线。其上应有公共交通线路行驶,并有沿街商店。支路的长度和面积率在城市道路网中占很大的比重,在城市控制性详细规划时,应当保证上述用地内支路的路网密度。设计行车速度为2040km/h25.港湾式停靠站

在道路车行道外侧,采取局部拓宽路面的公共交通停靠站。

26. 城市公共停车场

位于道路红线以外的独立占地的面向公众服务的停车场和由建筑物代建的不占独立用地的面向公众服务的停车场。

27. 建筑物配建停车场

建筑物依据建筑物配建停车位指标所附设的面向本建筑物使用者和公众服务的供机动车和非机动车停放的停车场。

28. 高压走廊: 计算导线最大风偏和安全距离情况下,高压架空电力线路两边导线向外侧延伸一定距离所形成的两条平行线之间的专用通道。

29. 海绵城市: 运用低影响开发理念,改变传统城市建大管子、以快排为主的雨水处理方式,借助自然力量排水,源头分散、慢排缓释,就近收集、存蓄、渗透、净化雨水,让城市如同生态海绵般舒畅地呼吸吐纳,实现雨水在城市中的自然迁移。

附录二 计算规则

1. 面积计算:计算建筑面积按《建筑工程建筑面积计算规范》( GB/T503532013 )执行。

2. 住宅楼的层数及面积计算应符合下列规定:

1 )当住宅楼的所有楼层的层高不大于3米时,层数应按自然层数计;同时计算建筑面积。
2 )当住宅和其他功能空间处于同一建筑物内时,应将住宅部分的层数与其他功能空间的层数叠加计算建筑层数。当建筑中有一层或若干层的层高大于3米时,应对大于3米的所有楼层按其高度总和除以3米进行层数折算,余数小于1.5米时,多出部分不应计入建筑层数,余数大于或等于1.5米时,多出部分应按1层计算;同时计算建筑面积。       

复式居住建筑,其起居室、餐厅的通高部分面积不超过该自然层建筑面积的25%且小于或者等于6米的,该通高部分的计容建筑面积按照该层水平投影面积的1倍计算;通高部分超过该自然层建筑面积的25%或者大于6米的,按照本条第( 2 )款的规则计算。

3. 商业建筑(含各类配套服务建筑)按照单元式划分,层高大于6米、小于或者等于8.2 (即6+2.2 )米的,不论层内是否设有夹层,其计容建筑面积按照该层水平投影面积的2倍计算;层高大于8.2米、小于或者等于10.4 (即8.2+2.2 )米的,不论层内是否设有夹层,其计容建筑面积按照该层水平投影面积的3倍计算;层高大于10.4米的,以此类推。

4. 办公建筑、酒店建筑层高大于4.5米、小于或者等于6.7 (即4.5+2.2 )米的,不论其层内是否设有夹层,其计容建筑面积按照该层水平投影面积的2倍计算;层高大于6.7米、小于或者等于8.9 (即6.7+2.2 )米的,不论其层内是否设有夹层,其计容建筑面积按照该层水平投影面积的3倍计算;层高大于8.9米的,以此类推。

5. 建筑公共部分的门厅、大堂、中庭等有特殊功能需要的建筑通高部分按照一层计算计容建筑面积

6. 居住建筑底层架空部分,仅用于绿化、公共休闲活动空间、公共通道等非经营性用途的,其面积不计入计容建筑面积,但应计入建筑总面积。

7. 下建筑面积可不计入计容建筑面积,但应计入建筑总面积;同时除用作车库及设备用房功能外,其余功能应分项单独计算其功能对应的面积。

8. 飘窗计算:

符合下列条件的飘窗,不计入建筑总面积以及计容建筑面积:

1 )突出外墙面;

2 )窗台板与室内地坪高差大于0.45米;

3 )窗台板外边线至建筑外墙面距离小于或者等于0.6米;

4 )窗台板与室内地坪高差小于或等于0.45米的,窗户净高小于2.1米。

不符合以上条件的,或者设置在外墙、楼面结构层投影面以内的飘窗,按照窗台板投影面积计入建筑总面积以及计容建筑面积。

9. 花池计算:

1 )建筑计算高度小于或者等于27米的住宅建筑在外墙外或者阳台外设置花池时,花池底板高于室内地坪或者阳台地坪0.6米的,花池不计入建筑总面积以及计容建筑面积;花池底板距室内地坪或者阳台地坪小于0.6米的,或者在阳台结构底板内设置花池的,花池按照阳台规定计入建筑总面积以及计容建筑面积。

2 )建筑计算高度大于27米的住宅建筑在外墙外或者阳台外设置的花池,按照阳台规定计入建筑总面积以及计容建筑面积。

10. 住宅建筑的地下采光井(槽)周边,除用作集中车库外,均计入计容建筑面积。

11. 地上建筑均计入容积率。

12. 公寓建筑建筑面积按商业类别计算。

13. 超高层建筑避难层(非避难空间按常规计算),其面积不计入计容建筑面积,但应计入建筑总面积。

管线规格、平面位置、覆土深度、塔(杆)位、附属设施、相关隐蔽工程签证资料以及其他建设工程规划许可要求。

1. 竣工测量报告;

管线工程实测竣工平面图,标示管线实际竣工平面位置、管线特征点、道路中心线、道路红线、塔(杆)位特征点和沿线的现状地形;
3.
市政管线工程附属设施建设情况。

道路中心线平面位置、交叉口位置、横断面、宽度、路面标高、梁底标高、涵洞顶部标高、附属设施建设情况、相关隐蔽工程签证资料以及其他建设工程规划许可要求。

1. 竣工测量报告;
2.
道路工程实测竣工平面图,标示线路中心线以及特征点、线路边线、线路断面宽度、承台特征点以及轮廓线、沿线的地物地貌;
3.
道路、桥隧附属设施建设情况。

首层封顶阶段

四至界限、建筑间距、退让距离、地下室和首层标高、层数、层高。

1. 在建建(构)筑物角点坐标表;
2.
在建建(构)筑物实测图:标示用地红线、在建建(构)筑物、四至距离、建筑间距、退让距离、层数、层高、及其涉及各类规划控制线距离。

主体封顶阶段

平面尺寸、建筑间距、退让距离、建筑层数、层高、车库出入口、建筑立面材质和色彩。

1. 在建建(构)筑物角点坐标表;
2.
在建建(构)筑物实测图:标示用地红线、建筑间距、退让距离、在建建(构)筑物层数、层高、及其涉及各类规划控制线距离;

3. 外立面材质样板。

竣工规划核实

建筑面积、平面尺寸、建筑间距、退让距离、平面布局、使用功能;层数及层高、立面色彩及造型、公共配套设施、道路、绿地、停车库、停车位、车库出入口、用地范围、建筑密度、容积率、绿地率以及其他规划审批内容。

1. 测量报告文本;
2.
测量成果表:建筑面积,室内外标高、建筑高度,建筑层高,建设规模、建筑物占地面积、绿地面积、车库面积、停车泊位数、建筑密度、容积率、绿地率以及建设工程规划许可内容的差值对照;
3.
竣工总平面图:标示用地界线、建(构)筑物、绿地、道路、四至距离、建筑层数,高程点、涉及各类规划控制线退让距离;
4.
公共配套设施及绿地平面布置图。
